This talk will explore the critical intersections of disaster response, humanitarianism, and the protection of vulnerable populations, drawing on the lived experiences and insights from Odisha’s response to the catastrophic Super Cyclone of 1999. Through the experience of Mr. Sannyas Behera’s journey—from his early days as a volunteer to his later role within the Odisha State Administration—this presentation will examine the challenges and successes in providing aid to those most affected by the disaster. The Super Cyclone of 1999, which claimed thousands of lives and left millions of people vulnerable, serves as a turning point in Odisha’s disaster management strategies. Mr. Behera’s first-hand involvement highlights the importance of community-driven responses, the role of grassroots organizations, and the evolution of state-level disaster management policies over the years. The talk will address key themes such as the vulnerability of marginalized groups during disaster events, the complexities of emergency relief, and the long-term recovery efforts required for rebuilding communities. It will also reflect on the lessons learned from Odisha’s experience, offering valuable insights into the importance of preparedness, inclusivity, and sustainable solutions for disaster response. Through Mr. Behera’s perspective, the session will emphasize the need for integrated, human-centered approaches in addressing the needs of those who are most at risk during crises.

About the speaker

Sannyashai Kumar Behera, the first Visually Impaired OAS officer is now working as the Deputy secretary in the Department of Social Security and Empowerment of Person’s with Disabilities, Govt. of Odisha, Bhubaneswar. Mr. Behera is an inborn disability right activist previously worked as the General Secretary of Odisha Association for the Blind, Bhubaneswar, the Skill Development Consultant of Swami Vivekananda National Institute for Rehabilitation Training and Research, State Nodal Agency, Centre Coordinator of the National Trust, General Secretary Odisha Chess Association for Visually Impaired, General Secretary of Cricket Association for the Visually Impaired. He was the editor of Disability Rights Magazine, Nabachetna published by Odisha State Disability Network. He is the author of the book ‘Compendium of Govt. Order on rights of PWD 1963-2009’. He is recipient of State Award for life time Achievement conferred by W & CD Dept., Govt. Of Odisha.
